Unable to get free apps without being charged from the App Store

I’ve been trying to get free apps at the App Store and I’m unable to. Why is that? Makes no sense. Asking for billing information and trying to charge me for a free app. How can I go back to being able to get the free apps for you know, free?

You usually need a functioning payment method for your account. Even to download free apps, to re-download, or to update apps.

You can find the acceptable payment methods for your country here;

Your payment method will only be charged if you buy something.
