Minimum Volume Too Loud

I recently purchased new headphones. For some reason, the lowest possible volume on the is too loud. I have tried them with reduce loud sounds both on and off.

When reduce loud sounds is on, headphone safety estimates the lowest possible volume is 64 decibels!!!!!!! When it’s off, the lowest possible volume is 57 decibels!

This is way too loud! How can I fix this?
