How to activate Developer Mode on iPhone SE (3rd generation)?

I want to put my third generation SE iPhone into developer mode settings. It is telling me to activate developer mode but I do not see it. I know I have to tap my bill number or mine about me information multiple times to activate. I’ve done it with android I am new to doing it with iPhone
