Calls on my iPhone 13 mini are going straight to voicemail

Incoming calls go straight to voicemail. I've checked settings (Sounds and Haptics) and checked the volume buttons on the left side, and when I press on the upper button a red bell with a strike through it shows up whether the volume high or low. Also, under Sounds and Haptics section "Keyboard Feedback", it reads "none" and the"Lock Sound" and "System Haptics" are both green. I've missed several important calls recently. Help, and thanks!

Turn off silence unknown callers.

Use the side control and flip the switch up for ringer.

Report the issue to your phone carrier.
