Either your carrier doesn't support eSim OR you purchased an iPhone manufactured for the China Market, which would be dual physical SIM only. From whom and where did you buy your iPhone? If you go to Settings > General > About > Model - does it end in CH/A? If it does, it was made for a China Market.

Devices originally sold in China, Hong Kong, and Macau do not have an eSIM.
