Why am I asked to add a payment method to download free apps from the App Store?

When I try to download an app that is free it asks for verification to view billing information then it try’s to get me to add a new card. I’ve had my phone for almost a year and it’s never done this before I don’t know what to do and I don’t know how to fix it. I can’t download any apps I need help fixing this, if anyone knows how please tell me.
