How can I resolve 'Billing info required' error when downloading an urgent app despite paid subscription?

So I need to download an app for my work and it saying that i have too put my billing info in and my billing info is already in there and i understand that if you don’t pay apple for something then you can’t download much but i have paid for everything this month and this week is the only week not letting me download anything but this app is urgent

To contact Support, do this: 

1. Click on this link --> Choose your country or region - Official Apple Support  

2. Select your country

3. Select: Billing & Subscriptions

4. Select: Subscriptions & Purchases

5. Select: Update payment method

6. Select a chat session or a phone call.
