Not sure why you are asking about iOS 16.4........since iOS 16.4 is 2 years out of date.
If you have an iPhone 8, iPhone 8 Plus, or iPhone X......you can update to iOS 16.7.10.
Tap Settings > General > Software Update to see if your iPhone is eligible for an update.
I'm going to guess you want iOS 16.4 because you're come across an app you'd like, which requires at a minimum, 16.4? I'm also going to guess you own an iPhone 7, 6s or older? Am I guessing correctly? We have to guess because you didn't tell us what model iPhone you own or what iOS version it is running.
If you own an iPhone 7, 6s they can be updated up to iOS 15.8.3. If you own an iPhone 6, it can be updated to iOS 12.5.7.
