Unable to reset my security questions

I know my Apple ID and password, but I've forgotten the answers to my security questions, preventing me from resetting them. When attempting to reset, I receive the following error: "Apple ID Cannot Reset Security Questions. We don't have sufficient information to reset your security questions."

You need to set up two-factor authentication or contact Apple's Account Security team. To reach them, click here or here and pick a method; if you can't use any of those listed, choose one from this link.
