My husband is currently in an Apple Authorised shop having the battery changed in his iPhone SE. so far it’s taken 3 hours! They say the battery needs to be fully charged before they can insert it. Is this correct?

Every battery replacement that I've ever had done......5+.....did not charge the battery to 100%.
In other words, when I picked up the phone after a battery replacement, the battery was never at 100%. It was usually in the 30-50% range.
But, it's possible that the shop might have a policy of charging the battery to 100% before it is returned to the customer. But, that's a guess.
Every time that I've ever had the battery replaced, I've dropped the phone off and picked it up later. Technicians are usually not going to stop what they are currently working on to go through a battery replacement.
Mine was done in 60 minutes, but have no idea about any requirement of having the battery fully charged before inserting.
