I had apple support help me as well as my service provider Xfinity help me with the MMS messaging. I can’t send a picture even to my sister. I can send a picture to my friend, but not to her. What’s going on and how do I fix this besides turning MMS off and on again? Please help me.

You should provide what steps Apple support and Xfinity had you do, so that way a user doesn't reply with a help only to have you reply back, tried that and it didn't work.
