If you open chats in WhatsApp, there's a green circle with + at the top right hand corner. That takes you to your contacts list, where you can add people. But whoever you add has to also have WhatsApp and I would recommend testing it with the people you'd want to chat with before leaving the country.

If texting to another iPhone yes
I believe for Verizon the international roaming package is $10 a day or $100 for an entire month.

As IdrisSeabright suggests, you can use with cellular data, but you'd better make sure you have a roaming plan while in the Caribbean or you'll be hit with pretty massive cellular charges when you come home.
