How can i download an app to my iphone if it always says contact iTunes Support?

Why can't I install any applications with my Apple ID? When I go to review to download an application with my Apple ID and give my billing address, it tells me to contact iTunes support, so I can't use any of the applications on my iPhone. Please help me solve this.
