Is it possible to locate my lost iPhone X with IMEI without SIM or iCloud?
I lost my iphone x, was not in use (no sim no icloud) any chance to find my phone with IMEI or any advice?

Apple does not use the IMEI to locate a phone and your carrier cannot help with no SIM card in the phone. Even if they could, they will only try to locate a phone in a case of a missing person, and they will require a court order to proceed.
All that you can do is retrace your steps, ask at the restaurant or shops you visited.
