How do I remove the persistent floating arrow on my iPhone screen?

Cannot get rid of floating arrow on my iPhone screen. It appears on all apps

That is the Speech Controller Accessibility Setting. To turn it off, go to Settings > Accessibility > Spoken Content > Speech Controller > Turn off.
