Is Quick Actions > Combine Images no longer an option in Sequoia 15.3.2?

Honestly, I don't recall if I've used it in the past, but now I'm trying to (stitch) together multiple jpg images of scanned documents into one file and came across the following "fix" online...but when I select and right-click the files, then highlight Quick Actions, Combine Options isn't in the list.

Select the jpgs, right click on them. Chose Quick Actions > Combine Images. Follow the prompts.
