Why does my iPhone 13 only vibrate while getting calls?

Check the ring/vibrate switch on the side of the phone above the volume buttons.

You should go into settings, then “focus”, and select “off”.

sounds like your focus is on and deferring all calls to voicemail.

If a focus setting was sending calls directly to voicemail, the phone would not vibrate when the call came in.
