my Phone keep on alerting me that my iCloud storage is full and I should upgrade to a subscription of 0.99, I don’t think my iCloud storage is full because I only have like less than 400 pictures & 71 videos in the cloud and before that I had way more in thousands. What can I do to solve this problem please?

On your phone: Settings >> Apple Account (the one right at the top with your name) >> iCloud >> Storage
That will give you a detailed breakdown of how your storage is used, across all categories (iCloud Photos, iCloud Drive, Messages, etc - even shared Family use if you have a family plan). You can select each category for details.

The problem seems pretty obvious and it isn't Photos...
You have 5GB of storage. Your storage is overused by iOS backups (15.3GB) and WhatsApp backups (8.8 GB). You have 25GB of data in a bucket that's only supposed to have up to 5GB in it.
Your solutions are pretty straightforward - either delete the backup and WhatsApp data using up all your storage, or upgrade your subscription to get more storage.
The videos could be lengthy ones, and this can easily account for 5GB. Go to Settings --> iCloud -->Storage --> iCloud Drive -->Review Large Files. This will show you how the videos are taking up the space. Hope this helps
I can't recall all of the different tiers offered - but you might want to go higher than 50GB, since you are already using 25GB.
Plus if you are running a business, then at least some of that should be a deductible expense.
