iPhones don’t multitask and therefore you can’t have 25 open windows. The apps in the background are essentially in hibernation and use minimal memory resources and consume minimal battery capacity.
However, if an app is not functioning properly, a good troubleshooting step can be terminating the app or better, deleting the app entirely.

Closing All Opened Windows:
If you have no need to use those apps, then closing them would be just fine.
How can avoid the nuisance of gave to close 20+ apps. Can I set up my phone to close app when I sign off and not keep it in background?
I thought having those apps open tied up memory and resources
