How to resolve 'Mail cannot save information about your mailboxes' due to insufficient home folder space on Mac?

Received the following: "Mail cannot save information about your mailboxes because there isn’t enough space in your home folder."

Message says to Quit Mail and delete any files you don't need. What files? Messages??

I found that removing local Time Machine snapshots resolved the problem for a while.

Eventually, I had to Erase all Content and Settings, then Migrate from my backup. I don’t know what causes it.
