Why won't my iPhone 13 Pro charge when it's on?

When I insert my charger into my iPhone 13 Pro when it’s on, it doesn’t charge, but when I turn the phone off it starts charging. This is proof that whatever is causing it not to charge is a software issue not a hardware issue right ? Now, how do I fix it? Should I reset every settings or do a factory reset? Or there’s something wrong with the charging IC? I put my phone in water to take pictures some few months ago and it’s still saying liquid has been detected when there’s no liquid in the charging port. If anyone can help, please do.

iPhone Not Charing When Pluggin into Comouter:

Well, there’s the issue: This being in water —the battery will rust or corrode. I’d be a bit cautious of placing this in your Mac (or any computer for that matter), as it may cause a few sparks.

Extract the Remaining Water:

As for getting the water out, contact a local retailer, seeing if they have a device to extract the water. Retailer have these.
