Optical stabilization on iPhone SE second gen.

Regarding Camera stabilisation issues on rear cameras.

(ios version independent)

Some apps like fb messenger can use both front and rear cameras in the same time when neither of the cameras are shaky. This suggests that the stabilization can be turned off in the ios API or its done automatically when both cams are on. Is there a camera app out there that can do this i wonder.?
