on IMAC SEQUOIA 15.3.1: When I open a pdf file, the file is opened in the Preview app. The file is saved to folder T, which seems to be a system folder? I need the files to save to downloads folder but that isnt happening. When I change the folder to downloads and save the file, nothing happens. How can I change this behaviour and have it save the files in the downloads folder?
FWIW, Preview has no default folder. A file is either saved to its original location or, if you hold the Option key and then choose the File menu > Save As…, you can choose where to save, but then you will have a copy in both locations.

In my case, saving the file to the New Location and keeping the Original file Name
It actually Moved the file from iCloud >> Preview folder to the Downloads
Double checking iCloud >> Preview folder, after the location change - the file was Gone from iCloud
Apparently as was pointed out, they fixed a bug as of Sequoia 15.4.
I am struggling to make sense of what you say.
If opening a file, and then saving (Command-S or File->Save), the file will be saved wherever it was to begin with.

These are my results , having saved from iCloud >> Preview folder to Downloads
Just curious, why would you want to save PDFs (document), to the Downloads folder? For that matter why save any files to the Downloads folder?
Do you mean you used the "Where" popup?
This is supposed to move the file, no surprises there...
