I got the same issue with my Mac mini M4 Pro with macOS Sequoia 15.4 upgrade among my iPhone 16 Pro Max, iOS 18.4, and iPad Pro M4 11, iPadOS 18.4. But it works between my iPhone and iPad.

I tried to format/erase my Mac mini with macOS 15.4 and install macOS 15.3, then Universal Clipboard works.

I tried again to format/erase my Mac mini with macOS 15.3 and install macOS 15.4, then Universal Clipboard not working again. But it still works between my iPhone and iPad.

Shut down all devices and restart. Compare your results.

No resolve—

Sign out of your AppleID and back in again

Sign in to or out of your Apple Account on Mac - Apple Support

Use Continuity to work across Apple devices - Apple Support

Still no resolve—

—A SafeBoot Start up your Mac in safe mode - Apple Support will sort many anomalies

then reboot as normal and test

I had this issue. and i fixed it this way...

Go to setting- your apple id — icloud — and click/tap on messages both on iphone and macbook. then turn it off on /this mac/this macbook. it will delete everything from icloud. then do a reboot ( both iphone and macbook )

After u came back turn on the messages on iphone first and then it will automatically starts syncying. after 5 or 10 mins do the same on macbook too. ( turn messages on for icloud ) after syncing is finished. not only if there was any bug or delay in your messages will be fixed but most impostantly the Universal Clipboard will be back to working too. ( after both devices finished syncing )

Let me know if this works.
