Fraud purchases made through my Apple Account using my stored balance, and Apple denied my refund request

Someone somehow got into my account and spent all my stored balance ($80) with 4 purchases. Apple sent an email after the purchases saying someone get into my account used a "computer/device that has not previously been used". But Apple denied my refund request. And they said they can do nothing about it, because with the two-step verification system, the person must got my permission to get into my account, which is INSANE to me! I DID NOT give any permission to anyone to get into my account. And Apple knows that it is a new device in China (I live in the U.S) and warned me.


With 3 days, multiple calls to the customer service, Apple remained their denial to my refund request and made it the final decision.


And I can't ask help from bank because it was stored balance (big mistake). So now I lost $80 because of the unsafe Apple Account. And Apple lost faith of their 16-year loyal customer.

No. Haven't heard anything back. The customer service helped me filed a complain and I sent an email to dpo@apple.com (suggested by Mac Jim ID) yesterday. But no feedback so far. Honestly, I don't expect receiving any response from Apple (that's what the customer service people told me). Extremely disappointed. Apple, you really hurt your loyal customer this time.
