You cannot turn off Two Factor Authentication. Once you gain access to your account using Account Recovery, then you will be able to change the Trusted Phone number on your account.

If you can’t sign in, reset your password, or receive verification codes, you can request account recovery to regain access to your account. Account recovery might take a few days or longer, depending on the specific account information you can provide to verify your identity.

Apple doesn’t monitor these threads.

For Apple ID issues one can goto a Apple Store and get help from Techs on this.

Or try calling tech support over the phone at 1-800-MY-APPLE . Having other trusted devices will help this process. If you go into store take trusted device with you.
