I deleted my shared album. Can I restore it?

If you really have deleted the album and not just turned it off in iCloud, it will have been erased from iCloud.
Then you have to recreate the album. Hopefully you did nit delete the photos from your Photos Library as well. The shared albums are holding optimized copies of the photos you share and the high resolution originals will remain in your Photos Library, unless you delete them from there.
