iCloud Drive - Cannot evict large .photoslibrary file despite multiple attempts

I am experiencing an issue with iCloud Drive on my MacBook Pro with Apple Silicon (M1) and macOS 15.4. I have a large Photos library (~92 GB) stored inside iCloud Drive, in the folder:
~/Library/Mobile Documents/com~apple~CloudDocs/Immagini_BACKUP_30_AGOSTO_2024/Pictures/Foto Library.photoslibrary
I am trying to free up local disk space and evict this file from the internal drive. Despite the file being closed and no applications accessing it, all attempts to evict it via `brctl evict`, or using the Finder's "Remove Download" (which is unavailable), fail with error code -2008 or NSCocoaErrorDomain Code=512.
The file appears to remain fully resident on disk and is not being removed from the local storage. I've verified that the file is not open, not locked, and has no `com.apple.decmpfs` or cloud-related extended attributes.
I would like to safely remove the local copy of this file while keeping it in iCloud. Please advise on how to proceed.
