First verify if you see it in your Purchase History:

If you are an Organizer of a Family Plan using Purchase Sharing, then other are able to use your payment method and you can view their purchases at the same link choosing their Apple ID. If you do not want them to make purchases, then you must place restrictions on their account.

For purchases on your device, it requires double clicking the side button with the amount showing on the screen, followed by verification with FaceID or Passcode. Anyone that knows your Passcode is authorized to make purchases on your device.

If another device is logged into your account, they can make purchases. To view devices logged into your account go to Settings > [name on top], and scroll to the bottom to view the list of devices logged into your account.

If you think your account has been compromised and someone else knows your Password, then you would want to follow the information provided here including changing your Apple Account Password.

If you just see the charge on your billing statement and not on your account Purchase History, that may indicate that it is your card that has been compromised and contacting the bank of the issuing card would be necessary. Please update with what you have found out and we may be able to provide a more specific solution.
