Unable to log in to the App Store on my MacBook Pro

When I tried and login to the apple store on my macbook pro. A pop saying "Your account hasn't been use by the apple store". After I sign in, it brings me back to the same pop up on repeat. I just want to download apps. I've tried login into apple music first. I've been on multiple calls with apple support. Still don't what the problem is

This Apple Account has not yet been used with the iTunes/App Store -

On a Mac;

• Open the System Settings app (in the  menu)

• Choose your Apple Account

• Choose Media & Purchases

• Choose View Account

• Choose Manage Payments

• Add a payment method to your account details


On an iOS/iPadOS device;

• Open the Settings app

• Choose your Apple Account

• Choose Media & Purchases

• Choose View Account

• Choose Manage Payments

• Add a payment method to your account details
