Why does my iPhone SE require a password for Touch ID?

iPhone SE 3rd Gen... IOS 18.3.2... most of the time when I use Touch ID I get the touchpad & the message "Touch ID Requires Password" or "Your PW is required to enable Touch ID."

What's up with that? Apple says the whole purpose of Touch ID is "so you don't have to keep entering your PW".

A passcode is required any time the phone has been off and is powered on, after an update, and in certain other circumstances. All are described in this support link→Optic ID, Face ID, Touch ID, passcodes, and passwords - Apple Support
