No you will not be able to track down the owner. That would be a security concern if you could get device owner information from a serial number. Depending on the device, they may be able to Mark it as Lost and provide any information they wish that may show on the screen or for AirPods when held next to an iPhone. Most likely they can still track the device, so they would know exactly where it is at.
The best option is to leave it at a local Lost and Found or Police Station where they can come and pick them up. The device just needs to have battery power and be using FindMy which is on by default. If it is not able to transmit its location, then another iPhone nearby will automatically assist in updating its location.

No. The person that lost it has the opportunity to provide contact info, but Apple will not identify the owner.
Activation Lock will also prevent its use, so it is headed for recycling if the owner does not return to retrieve it.
How can I return a lost Apple product to the owner?
