How do I restore missing call forwarding options in iPhone 12 settings?

Whoever has done this did it also to my government phone, which is now missing as well. Does anyone know how to un forward calls without that option in my phone settings or does anyone know how to get those options back for call forwarding please advise because I am losing my mind over this. It’s an ongoing every day thing. I just need someone to help me!!! Please!!!

Call forwarding is a phone carrier feature, report the issue to your carrier.
