How do I unlock my Passwords? My ipad IS NOT locked

My iPad is unlocked. I have never locked my iPad. When I open the Passwords app, the page opens and says Passwords are locked. Below that there is a small block that says UNLOCK. Evev if I tap on Unlock, they are still locked.
