How do I remove $0.02 from my Apple Account to change region?
I have $0.02 on my account and I want to change my region. I can’t spend it. Can you please remove it?

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
