I’m not sure if you are referring to the on-screen keyboard, or to an external hardware keyboard.
Neither has a sensitivity control, though.
In either case, what you are reporting would seem to be a malfunction.
For the on-screen keyboard, try removing any screen-protective film, cleaning the iPad display (see image below), and also see if using a knuckle works better as a test, as some folks’ fingertips can be difficult to detect. Also see if the on-screen keyboard works better oriented in either portrait or landscape, as that can mean screen damage.
For an external keyboard, try a different external keyboard.

It’s also possible the internal display is failing, same as an external keyboard.
You’re probably also headed for an appointment with Apple Support, and showing them what is happening.
