After updating to 15.4 I discovered that I cannot pick up and drop files anymore - it just selects the file, and any other file that happens to be in the path I am trying to drag the original file. Anyone else experiencing this and is this a known/expected behaviour?

Have you shut down and restarted more than once since "After updating to 15.4"...
you can try making changes to your trackpad settings and compare your results

A SafeBoot Start up your Mac in safe mode - Apple Support will sort many anomalies
Login and test. Reboot as normal and test.
