Press and release the Volume Up Button and Power Button on your iPhone to take a screenshot of the lines. Then, view the screenshot you took but in the opposite screen-orientation. This is so you can view if the lines are present in the screenshot or not, and so they don’t overlap.
Rotate the screen on your iPhone or iPod touch - Apple Support
If the lines appear in your screenshot, this would indicate a software issue, which can be solved with a Forced Restart.

If the lines do not appear in your screenshot, this would indicate a hardware issue that needs service at your nearest Apple Store Genius Bar or Apple Authorized Service Provider.
