How do I set separate settings for two iPhone's sharing one Apple ID?

Hello,

I added a second iPhone 13 to my Apple ID for another adult member in my household. The settings on my phone were copied over to his, which I expected to some degree. When I try to update them on his phone, they are also changed on my phone. The "Set Up Name & Photo" setting in the phone app, for instance. Also, his phone had a voicemail that was left on my number, duplicated even though his phone didn't ring or show a missed call. Is there a way to set different settings for phones sharing the same Apple ID? I would also like to name his phone differently than mine for obvious reasons.

These are issues by your own doing. Apple has long maintained (more than a decade) that people should NOT share the same Apple Account. You need to undo this and set up the other phone on that persons own unique Apple Account. You can share apps and other content, as you can set up family sharing if you want them to have access to things like apps, etc.
