How do I fix iPhone stuck on verifying update?

I tried updating my phone, iPhone XS to the latest software version, but I'm stuck at a screen for verifying update. I can use the restart function of vol up, vol down, then holding the button on the right side and it does restart. Every time I try to update, I get stuck at verifying. I'm not sure if it's related to the update, but I also have a cellular error. It says an update is required to use cellular data on this iPhone. So I'm stuck in a loop. I can't update and I can't use cellular.
