Unfortunately, the iPhone is Activation Locked which is a security measure designed to prevent others from using the iPhone if it's ever lost or stolen. Either the original seller didn't properly erase it or they are a scammer and sold it to you to an unsuspecting buyer. Only the original owner can unlock it and it cannot be bypassed otherwise.
In this case, try to ask the seller for a refund and recycle the iPhone at your nearest Apple Store or local electronics Store. The iPhone will not be able to be set up by you, and it will have zero trade in value.

Toss it in the recycle bin.
It is useless. Only the owner of the account that was used to lock it can remove the activation lock. There is no way to bypass that.
The phone is utterly useless to you. Apple won't help you. We can't help you. If your brother has no way to get the credentials used to sign in to the phone originally, the phone is ready for the recycle bin.
