I can’t download anything off my App Store for free with Apple because they say that I have a issue with a payment which I don’t order anything that cost money off the App Store and I worked and I have nothing on my history so why can’t I I don’t owe nothing

Not only is that used if you decide to make any in-app purchases, it is also used to make sure you are using the correct App Store which varies by region. The payment method must match the region that is set on your device. Previously users would fraudulently change their region to download apps or use services that would normally not be available to them. By having a payment method that matches the region of the device prevents that from happening. You will not be charged to download free apps.
