how to access apple news+ subscription on my pc?
I have an apple news+ subscription, but when I click on a link from news feed in an email, I'm brought to a page asking me to subscribe, not to the article.

On Windows there is no way to view News+ articles.
The link in the email likely takes you to the Apple News+ - Apple website which suggests you "Try it Free*". If you do click on the "Try it Free*" button it will the tell you to open News+ on a Mac or iOS device.
There is no News+ app or web interface available on Windows PCs.
