If I’m working out and my phone goes into downtime, the fitness app on my watch becomes locked. The workout is lost.
There is no way to select an exception from downtime for the fitness app. It does not appear on the list. Please make this possible.

You can use the Feedback link, to tell Apple directly about your wishes for future watchOS updates.
This is the only way to reach them, as Apple does not follow theses user to user communities.
Only on Apple Watch? And not your iPhone? If so, that’s not possible, suggest a feature just like the fellow user “Ingo2711” has said.
