I turn on the computer and the password page appears. Since I cannot pair my keyboard and mouse I am on a frozen screen. This is the third keyboard and mouse combo I have tried. What is the trick to getting the computer to recognize these??!!

Beg, borrow or otherwise acquire a USB wired keyboard and mouse. Use them to get out of this jam and then put them in a drawer and keep them around for the next time something might go wrong.
I take it from the talk of pairing that you are using a Bluetooth keyboard and mouse.
If this is one of the Apple Magic Keyboards that communicates via Bluetooth, but that has a Lightning port or a USB-C port on the back for charging, I believe that you can connect the keyboard to the Mac with a cable (that carries data) and use it as a wired keyboard while plugged in.
