Apple Pencil Gen 2 missing 'welcome' prompt

i bought in a secondhand store. the apple pencil work fine and the double tap function works as well as for the settings customizable option works as well but the only problem is it doesn't show the welcome prompt.

apple pencil gen 1 having connection issues I have plugged the pencil in for the first time and it is given me the prompted to connect it and i have pressed pair but after then it has just disconnected. when I go on to genrel to look at the info the the pencil is meant to have is there is just a bar there popping up then two seconds later going away and coming back again.
