How to resolve Apple Developer account access denial and 403 Forbidden error?

Hey everyone

I recently signed up for an Apple Developer account and deployed an app for review. It got rejected (no biggie) and I submitted amendments.

However; whenever I try to log back into my account I am unable to do so. Apple have emailed me to say 'We have reviewed your request, and access to your account has been denied.' (there is no support for this and no email I can contact for further information).

Whenever I try to access to the Apple Developer page I get a 403 Forbidden HTTPS response. This would indicate to me that I may have been banned or blocked ? I nay have had NordVPN on so maybe that's it ?

Either way - this is quite frustrating as I have been on the phone with Apple Support today and they have told me they can't help with any developer queries. Any ideas on how to get this resolved ? I literally. can't access my account, the apple developer page and can't get any support via phone.
