MacBook Air cord lights orange on startup
New Apple M3 chip MacBook Air- MagSafe cord is green indicating fully-charged battery but when I boot up, it temporarily turns orange. Is this a power issue?

That is nothing to worry about.
The Mac is simply sorting things out when you reboot it. As long as it returns to what you believe is the proper status shortly after that, then there is nothing wrong.

FYI -
To get the most from your battery:
• Let the OS and charging circuits manage the charging.
• Plug in when using the computer near available power.
• Use on battery when ac is unavailable.
• Don’t subject the computer and battery to extreme temperatures.
• Don’t allow the battery to regularly discharge deeply before plugging in. Yes, it may happen from time to time, just don't make it a habit.
• Don't obsess over battery life and/or health.

I have optimised battery charging enabled which means the cord indicator is orange mainly with the battery kept at 80% and sometimes it goes green when the battery is allowed to go to 100%.
