Your iPhone 6 Plus cannot download WhatsApp because it is not compatible with WhatsApp. The App Store checks the minimum iOS requirement for an app (set by the developer) against what your phone is running, and will not permit the download if your phone is not running the minimum version or higher.
You can update an iPhone 6 Plus to the latest release of iOS 12 – currently iOS 12.5.7. You cannot update an iPhone 6 Plus to iOS 13 or higher. It lacks hardware that all iPhones that can run iOS 13 or higher have.
The developers of WhatsApp have decided that the current version of their app will only run on iOS 15.1 and higher. In effect, they have abandoned iOS 12 and your iPhone 6. Many developers have abandoned iOS 12. There are lots of popular apps for which the minimum requirement is now iOS 15.* or 16.* – and even some (UPI payment apps, in India) for which nothing less than iOS 17 will do.
If you want to run modern apps, it is time to replace the iPhone 6 Plus, a phone introduced over ten and a half years ago. Preferably with an iPhone 15- or 16-series phone that can run iOS 18 and that is likely to get several years worth of future iOS updates.
