When the Screen Time passcode is set up, you have an option to add an Apple ID/Password to reset if the Passcode is forgotten. If one is not included, you see a warning that the Passcode cannot be reset without including the Apple ID/Password, but you are still given the option to skip that step and take the responsibility yourself to remember the Passcode. The Apple Account used can be anyones Apple Account and does not have to be the Apple Account used on the device. Also it will fail to reset the Passcode if there was not an Apple Account used when the passcode is set up, even though you will still see that option.

If you are a member of a Family Sharing account, then it is the Organizer that must reset the Passcode. Your options are to reset the device and not restore from a backup as that will load the Screen Time passcode back to the device or you may be able to get further assistance by contacting Apple directly.
